and Benefits Improvement and Protection Act of 2000 (BPA). Prior to the BBA, hospital rates were adjusted annually to reflect inflation. However, as a result of the BBA, no increase was given in 1998 and increases below the rate of inflation were given in subsequent periods.

The BPA ameliorated the affect of this cut, but did not bring hospital rates back up to a level that reflects changes in costs. Between 1998 and 2001 hospital inflation was 11.4 percent, but adjustments for inflation totaled only 5 percent. Had full inflation been added to the Medicare rates each year, the New York City Health and Hospitals Corporation (HHC) would have received an additional $26 million in 2002.

Other formula changes included in the BPA have also affected the levels of reimbursement for indirect medical education, bad debt, and indigent care. On an annual basis these cuts have resulted in an annual reduction in Medicare revenue to HHC of nearly $15 million.
