2.8 SITE CONTROL
Site control measures shall be implemented to protect the public and personnel working on-site.
The aspects of site control shall address general access to the site; and access to the building and
site during the deconstruction phase.
Fences, guardrails and access devices, including ladders, stairways, and walking surfaces shall be
provided and maintained throughout the project activities in accordance with 29 CFR 1926. In
addition, barricades, warning signs, temporary lighting and other safety measures shall be
provided, as required, to protect site personnel.
All visitors to the site shall report first to the Contractor field office. Visitor access shall be
limited to the Support Zone and Level D operation areas only, and shall be allowed only with the
prior consent of the Contractor NYCSSM and the Contractor Site Manager.
No visitor (other than regulatory inspectors) shall enter a work area unescorted by a
Subcontractor or Contractor representative. The presence of any regulatory agency on-site shall
be reported immediately to the Contractor Site Manager.
2.8.1 Work Zones
Entry into the work zones begins once a person comes on-site. This approach reflects the
dynamic nature of the operations and the need for everyone to be aware of the conditions while
on-site. Using the concept of three zones for the site, the following areas are identified:
• Support Zone — This area starts at the project/property fence line and extends to the entry to
where personnel enter the building to complete the work tasks. This area includes the ground
outside of the building and any office spaces. In this area all personnel shall wear Level D PPE.
