Provided below is a list of issues raised by contractors hired by NYCDEP to complete the indoor air dust cleaning program in Lower Manhattan. The issues have been summarized and are as follows:

General Issues:

1) Conflicts between City contractors. How and who resolves them?

Monitoring Contractor Issues:

1) Mold and lead paint issue, is the process for evaluating established?

2) Chain of custody issues

3) Forms 2 Lite issues

4) Payment for dropping samples at lab?

5) Exhaust evaluations - need city to tell contractors payment will be a 5:1 ratio with hvac evaluations, need to know they have to be included in whole building evaluations, need to understand that evaluators have some discretion in how many get done

6) Payment for overseeing hvac evaluator?

Cleaning Contractor Issues:

1) Insurance-The City required cleaning contractors to have certain insurances in place before starting work. The contractor met this requirement. However, due to unexpected delays, work has not begun while the contactor continues to pay for this insurance coverage. The contractor has requested advance payment for the insurance cost as well as supplies and equipment purchased for this contract.

2) Carpets-The original bid package provided to contractors did not include a line item cost for the removal and disposal of carpeting. This needs to be incorporated into the contract if this service is being completed.

3) HVAC-All contractors need to have instruction on how the evaluation process works (direction from the City on how to charge inspections), how the cleanup of HVAC are awarded.

4) Cancellation charges-4.0 hours for cleaning contractor and 1 hour for monitoring. Is this right?
