Re: 100 Church/90 Washington Street
Dear Mr. Radhakrishman and Ms. Theodorellis:
I recently re-executed the license agreements between DEP and the ownership entities of 90
Washington and 100 Church Street, covering the cleaning of the roofs and facades of the referenced
Buildings. The Buildings are located one block north and three blocks south of ground zero,
respectively. In June, 2002, a group comprised of members of the Department of Environmental
Protection, Building Ownership, the Buildings' chief engineer and DEP's contractor met at 100
Church Street where the scope of work was discussed and agreed upon. The concensus was that 100
Church Street will be cleaned in total including the facades and roofs (encompasing areas from the
ground floor to the cooling tower level including all four sides of the building).
Up until last week it was my understanding that this scope was not going to be changed. I was
just informed by my chief engineer that the work is going to be limited to the roof areas only. This
isn't acceptable.
I respectfully requesi. that DLP abide by the original scope of work agreed upon in our rune,
2002 meeting. In light of the ongoing cleanup of ground zero it is imperative that the Buildings
receive the type of cleanup that was originally agreed upon.
