concerned about the possibility of evacuation, and we will investigate installing some form of PA system that would be audible to all residents.

Please note in times of evacuation, the police or fire department are responsible for moving throughout the building to advise the residents to leave on the floors they feel need to.

Though we received hundreds of calls from residents at our hotline number in the days after the tragedy, there were an equal number of residents that did not call us. We tried to contact many of you at the phone numbers you had provided to us, and which were maintained at the concierge desk. However, most were not able to receive those calls. We are therefore working on ways to enter emergency and cell phone numbers for our residents, along with email addresses into our database and will be advising you in the next couple of weeks of that opportunity.

We are aware that the Federal Emergency Management Agency (FEMA) and the Red Cross may be able to help residents financially. Please contact them at: FEMA 800.525.0321 Red Cross 800.514.5103 If any residents have information that me be of assistance to others in the building, please provide same to the management office and we will distribute to the residents at large.

Lease Issues:

We have to date tried to provide you with a number of options to address the changing needs of your families. We would not presume to suggest what decisions you should make. We believe that we have acted swiftly and carefully to restore our building to good condition and to provide for all the amenities of residency that we control. We have also tried to compensate you beyond the time you were forced to be away from your homes. We want you to stay with us for years to come.

The following should summarize our previously issued correspondence:

1. Your September rent payments have been credited for the days that ConEd was unable to provide utility services. 2. We have provided a rent concession of 25% for October and November to every resident who is current in their rent. This will be reflected on your November rent statement.

Please be advised, in order to provide you additional flexibility:

1. Any resident who transfers and signs a new one-year lease in another Related building will receive a first full month free concession in the new apartment. Our leasing office has a listing of all Related luxury buildings in Manhattan. Please note that our Related leasing staff will also be able to lease for early 2002 occupancy in our new Chelsea buildings, the Westminster located at 20th St and 7`h Avenue (leasing
