On the morning of December 4 a group of tenants from 105 Duane met with Alan Harris to discuss the imminent duct cleaning. Alan explained that our inquiries should be directed to the three of you, so we are using this memo to pass on the content of our discussion and to make a specific request regarding the duct cleaning. This memo will also be posted online and accessed by various tenant groups within the building.

While it appears that Related Management is attempting to address the health and welfare concerns of its tenants, there have been serious lapses in judgement and substantial omissions in action with regard to assessing and addressing the initial and ongoing dangers posed to residents by the WTC demolition site.

These lapses and omissions have considerably eroded tenant confidence in the level of professional competency to be expected from contractors and consultants Related retains to test and cleanup 105 Duane. All testing and cleaning efforts to-date have proceeded without the scrutiny of an objective third-party, answerable to tenants, management, and state and federal health and environmental organizations.

On December 5'h, the New York Board of Health held a special meeting with numerous tenants from 105 Duane in order to document residents' ongoing health concerns and to share the DOH's own efforts to quantify the continuing health risks presented by toxins continuously emitted from the WTC demolition site.

Not surprisingly, even within an organization dedicated to the maintenance of public health, there exists a great tension between making responsible determinations of safety concerning an unprecedented circumstance and casting a cloud of health-related uncertainties over the downtown area, scaring away residents, workers, and businesses.

However, one had only to hear the litany of chronic health-complaints and assess the level of anger and frustration present at this focus group to understand that significant, chronic health symptoms continue to plague residents at 105 Duane and elsewhere.
