Subject: Peck Slip Station 4" Floor Asbestos Abatement URS Project No. 89-FUSPS035.02 42001

I Dear Mr. DeCarlo: During cleaning of standing dust from Peck Slip Station during the week of September 17, 2001, damaged asbestos-containing materials (ACM) were discovered on the 4" floor of the facility. These materials consisted of small areas of damaged asbestos-containing pipe insulation (4" floor men's restroom) and loose/broken 9" x 9" asbestos-containing floor tiles. Additionally, repair of asbestos- containing pipe insulation ends needed to he performed using non-asbestos lagging cloth. ' Comprehensive Environmental Services. Inc. (CES), who was onsite to conduct the standing dust cleanup, was also tasked with performing the ACM abatement and repair. That abatement /repair operation was completed on September 19. 2001. I Air monitoring conducted by URS Corporation (URS) during the minor abatement operation indicated acceptable air quality as per the requirements established by the New York City Department of I Environmental Protection (NYCDEP). Air samples were analyzed by phase contrast microscopy (PCM) in accordance with NIOSH Method 7400 and resulted in airborne fiber concentrations of <0.01 fibers per cubic centimeter (f/cc) of air sampled. The URS field log and all sampling/analytical data are I included as an attachment to this report. It should also be noted that following the asbestos abatement, the entire 4`h floor was cleaned of residual standing dust by CES in accordance with the USPS post-disaster clean up protocol, followed by air I sampling and analysis for asbestos and other potential contaminants. The airborne asbestos analysis for this clean up effort was conducted by transmission electron microscopy (TEM) and resulted in no I asbestos structures detected. Based on the satisfactory air monitoring, the 4th floor of Peck.Slip Station is considered acceptable for re-occupancy. It should be noted that additional ACM exists on the 4'h floor as well as in other areas of I the facility, however, the damaged material existing on the 4'h floor at the time of this effort had been cleaned up/abated/repaired during the course of this clean up.
