Five samples were identified as asbestos containing materials (ACM). An ACM is defined as a material with greater than one percent asbestos. 14 samples were found to have trace (i.e., less than 1%) asbestos content. Levels less than one percent are not regulated. Four samples had no asbestos detected. The laboratory results demonstrate that asbestos contamination is present at or near every outdoor air intake in the building. Reference the attached laboratory results from EMSL Analytical for locations.

The air handling unit (AHU) air cooled condenser coils and ducts are heavily contaminated with dust. This portion of this system does not handle any ventilation air that is distributed to occupied areas within the building.

With the AHUs not in operation, the outdoor air dampers were closed at the time of inspection. The damper seal appears normal, however some opportunity for leakage was observed. The mixed air plenums and unit interiors have minimal visible dust. The distribution ductwork was not inspected on September 25, 2001.

Based on the asbestos levels detected and visual inspection, all air handling units in the building require a thorough cleaning. As a precaution, all air distribution ducts and the mechanical equipment rooms should also be cleaned. The firm and personnel performing the cleaning should be certified as an HVAC Duct Cleaning Specialists (e.g., National Air Duct Cleaners Association). The firm must also have experience and certifications for asbestos abatement. Independent asbestos and dust testing should be performed by an Environmental Consultant after project completion and prior to occupancy.

Asbestos Surface Sampling

Asbestos settled dust sampling was performed in at least two locations (north and south) on each floor of the building (except the Penthouse (no access) and Basement). A total of 21 samples were analyzed by the accredited asbestos laboratory using polarized light microscopy (PLM).

20 samples had no asbestos detected. One sample had trace (i.e., less than 1%) asbestos content. The trace sample was taken from the carpet in Room 527. The room window was left open during the disaster and the floor and room contents are covered with dust.
