Re: Direct-Reading Measurements for fine dust particles

Dear Mr. Sullivan,

Tiffany-Bader Environmental, Inc. (TBE) performed direct-reading testing on December 19, 2001, for fine dust particles (2.5 m in diameter) in the portable classrooms, to assess the performance of the portable HEPA filtered air cleaners. The sampling was performed by Howard Bader, P.E., of TBE. At the time of sampling, the portable HEPA filtered air cleaners had been installed in all the portable classrooms

Several buildings at and adjacent to the World Trade Center Complex in lower Manhattan were destroyed or severely damaged on or around September 11, 2001. A waste transfer operation is located directly across the street (West Street) from the school building. It is suspected that debris from the initial building damage and waste transfer operation is potentially contaminating areas in lower Manhattan with fine dust particles. Past sampling by TBE had determined that the particulate levels in the portable classrooms that did not have the portable HEPA filtered air cleaners were higher than those that had the HEPA units. TBE's scope of work was to evaluate the particulate levels in the portable classrooms now that the HEPA units were installed in each classroom.

Fine Dust Particles Testing

TBE took realtime particle (aerosol) measurements in g/m3 at 2.5 m diameters (PM2.5), using a TSI Model 8520 Dust Trak Aerosol Monitor. The Dust Trak is a laser photometer, which uses light scattering technology to determine mass concentration. The instrument has a sample flowrate of 1.7 Umin.

Based on the U.S. EPA's Air Quality Index, the level of concern for the general population from exposure to fine dust particles at PM2.5 is 65 rg/m3 averaged over a 24
