Dear Mr. Waterman:

I EM&CA's first post 9/11 inspection was conducted on 20 September 2001.

88 Greenwich Street received a light to moderate dusting. There were no indications of debris in the dust. I Air monitoring conducted on 20 September 2001 (prior to the site cleanup), included airborne Silica, airborne nuisance dust and airborne asbestos analysis, analytical results showed all to be in compliance with applicable regulations.

Subsequently, twice weekly, an airborne asbestos monitoring and inspection program was put into effect

I due to the dust being generated by the cleanup at ground zero. Aggressive air sampling was initially conducted, it has been discontinued to reduce disturbances to the tenants. Approximately three hundred (300) air samples have been collected and analyzed by Transmission Electron Microscopy (TEM) in accordance with USEPA 40 CFR Part 763 (Final Rule). Asbestos was not detected on the majority of the I samples and all were below the USEPA, NYC and NYS clearance criteria of <70 AS/MM2. Several of the samples collected from the lobby early on during the testing program were "overloaded" with dust. This is not an indication that the dust contained asbestos. We attributed the overloaded samples to normal I activity in the lobby. The building staff was advised to wet mop the lobby on a daily basis and this has ceased to be a concern. Another overloaded sample was collected prior to the site cleanup in a residential unit at 88 Greenwich Street that had an open window on 9/11. I The potable water tanks at 88 Greenwich are sealed and were therefore not affected by 9/11 dust. As a precautionary measure, potable water samples were collected and analyzed for the following
