Dear Mr. Sullivan,

Several buildings at and adjacent to the World Trade Center Complex in lower Manhattan were destroyed or severely damaged on or around September 11, 2001. It is common knowledge that some of these buildings had asbestos containing materials and possibly lead-based paint. A waste transfer operation is occurring directly across the street (West Street) from the school building. It is suspected that debri.s from the initial building damage and waste transfer operation is potentially contaminating areas in lower Manhattan with asbestos fibers and lead dust.
