Re: Direct-Reading Measurements for fine dust particles and VOCs

Dear Mr. Sullivan,

Tiffany-Bader Environmental, Inc. (TBE) performed direct-reading testing for fine dust particles (2.5 , m in diameter) and VOCs (volatile organic compounds) in various areas of B.M.C.C. at 199 Chambers Street on December 4 & December 5, 2001. The December 5th monitoring was done only in the portable classroom trailers, to assess the performance of portable HEPA filtered air cleaners in the trailers. The sampling on both days was performed by Howard Bader, P.E., of TBE.

Several buildings at and adjacent to the World Trade Center Complex in lower Manhattan were destroyed or severely damaged on or around September 11, 2001. A waste transfer operation is located directly across the street (West Street) from the school building. It is suspected that debris from the initial building damage and waste transfer operation is potentially contaminating areas in lower Manhattan with fine dust particles and/or VOCs. TBE's scope of work was to determine the levels in the building, and outdoor, of these contaminants.

Representative areas of the building were tested, including the main entrance ways, interior areas on the west and east side of the main building, and the portable trailer units on West Street (across from the barge transfer operation). Outdoor readings were collected at various points around the building. (See data sheet in Appendix B). TBE had collected readings from the same data points 2 previous times, on November 13, and November 20, 2001.
