This inspection was the continued monitoring of the DEP clean-up activities at the site. All work to be performed in accordance with contracts WTC-LBC and WTC-LBA. Clarifications and updates were provided to the contractors and residents by e-mail. Copies of correspondence to be incorporated with these inspection reports.

Contractor and Project Monitor representatives were present on site at my arrival. Also present were representatives from local 78, who were holding a meeting with handlers.

An inspection of the work area was performed by Alphonso Plumptre, R. Rammohan, and I. The inspection disclosed that house electric power was still on in some areas and that temporary power was also installed. The temporary power had numerous locations where chords were not properly suspended and the bulbs were not protected with cages. In addition, isolation barriers were coming loose in some locations. An access panel was observed on the sixth floor that was not evident during earlier inspections. Mr. Aihem of ETS opened an area adjacent area and disclosed the presence of a vertical duct and a pipe chase. These observations were not evident in the architectural plans (structural and HVAC) submitted to the Department by building representatives.

In areas where the ceiling was removed, Inspector Plumptre noted that the spray-on surfacing material did not have a consistent appearance.

Corrective actions were addresses and contractor agreed to comply. Contractor was notified not to remove the vertical ducts.

Upon return to the office, the building architect Mr. Chris Wamick was informed of the presence of the duct and the instructions to the contractor. He stated that he too had seen the access panel during his walk through of work progress. He did not provide information as to the function of the discovered duct.
