This building is eleven stories with an extension to twelve stories on one side and extends the length of Nassau Street Christopher 0. Ward from Fulton Street to Ann Street. It occupies approximately 120 by 100 ft and is Commissioner a registered landmark. The New York City Department of Environmental Protection exterior survey disclosed the presence of visible debris from the collapse of the WTC on the exterior surfaces. We have met with the building Robert C. Avaltroni owner and his consultant on numerous occasions in order to address the removal Deputy Commissioner of the debris. The building is constructed of brick and has a cast iron facade with galvanized sheet metal ornamentation. It has approximately 400 painted wood frame windows that are damaged, cracked and do not seal properly when closed. The facades appear to require restoration and the paint condition is peeling and flaking. Water tables protrude from the windows making sealing and containment around hanging scaffolding infeasible.

The scope of work developed for the cleaning of the exterior facades and roofs requires the HEPA-vacuuming and low-pressure washing to remove visible debris from collapse of the WTC. HEPA-vacuuming and low-pressure washing would remove sections of the current paint system that are deteriorated. Inadequate seals around windows require steps to prevent entry of materials and water to the building's interior. Further, the architecture of the building limits scaffolding options as evidenced by the previous damage to the water tables and ornamentation during previous work in which hanging scaffolding was used.

Samples were collected from exterior surfaces to determine whether the debris from the collapse of the WTC was asbestos-containing material (ACM). The samples disclosed three of the 28 samples were ACM. Therefore, in accordance with the asbestos rules, the debris must be treated as ACM. A copy of the sample results is attached.
