When I arrived at the above address I noted workers wiping the walls of the lobby level. There was a schedule of asbestos cleanings posted on the lobby door, but there were no asabestos warning signs posted. I asked to see the Building Superintendant. He was not present. The asbestos handler superviver came out and took my through the lobby area and up a flight of stairs where I noted on the next level workers in PPE wiping the walls. There was also a microtrap in operation.

The supervisor then explained that he had been asked to "cover" the work site for a friend. He had no other information about the project. I asked for the ACP7 notice. He did not have it.

Upon my return to the office, I learned that the asbestos abatement contractor had attempted to file an emergency ACP7 notice (TRU1460MN01) for the project within an hour of the completeion of my inspection. The proposal was not deemed acceptable. The contractor had wanted to to submit a clean up protocol initially dated October 16, 2001 which had it's dtae amended by hand to conform to the date of my inspection. A later filing dated December 11, 2001 was subsequently accepted.

Violations will be issued.
