Re: 30 West Broadway - Fiterman Hall Remediation and Deconstruction Plan Submittal

Dear Mr. Evangelista,

On behalf of the Dormitory Authority of the State of New York and the City University of New York, Airtek Environmental Corp., as a part of the project team led by Pei Cobb Freed and Partners Architects, LLP, has attached a regulatory submittal package for the remediation and deconstruction of Fiterman Hall at 30 West Broadway, New York, NY. The submittal is made in response to the stated desire of the regulatory community for a documented approach to the project.

The submittal package consists of two informational documents detailing characterization work that has been conducted, and a four-part Regulatory Submittal as follows:

• Facade Characterization Report • Environmental Characterization Report • Regulatory Submittal Part I - Work Plan • Regulatory Submittal Part II - Environmental Community Air Monitoring Program • Regulatory Submittal Part III - Health & Safety Plan • Regulatory Submittal Part IV - Waste Sampling and Management Plan

As I have discussed with your office, Quality Assurance Project Plans (QAPPs) for the community monitoring plan and the waste plan are under development per the new QAPP guidance documents provided by EPA on 11/22/05. It is our intent to incorporate the details of regulatory commentary on the plans into the QAPPs, which would then be the subject of a subsequent submittal.
