ET ENVIRONMENTAL PLAN - OF - ACTION
initial Dermal and Inhalation Hazard Exposure Assessment:
Characterization of the Chemical and Physical Nature of Surface Residues and
Measurement of Airborne Hazards Resulting from the Building Fire and Collapse at
the World Trade Center.
The following is an abbreviated outline of a plan designed to assess potential dermal and
inhalation exposure to hazards present in the air and on surfaces at the damaged World Trade
Center (WTC). The goal of this plan is to provide Turner Construction Company (TCCO) site
condition information related to issues of health and safety as TCCO and their contractors enter
and work in and around damaged WTC structures. The technical approach of this plan is to
characterize the chemical and physical nature of settled residues on building surfaces in a few
representative areas and to simultaneously measure a predetermined target profile of airborne
hazards. The objective of characterizing the surface residue is to confirm the expected conditions
and to identify unanticipated conditions if they are present. The objective of measuring airborne
hazards is to provide an immediate indication of relative health risk for persons entering and
working in the areas of damaged WTC structures. The following describes our Plan of Action;
(1) Mobilization to the Project Site and Sample Collection
ET Environmental will mobilize a sufficient number of professionals necessary to collect
airborne and settled residue samples. Based on recent discussions, ET will be prepared to
collect approximately five (5) to ten (10) residue samples, and approximately twenty (20) area
samples. These samples will be analyzed for constituents described in item two (2) below, at a
cost as described in item (4) below. The project, as we understand it, will consist of mobilizing
one (1) or two (2) senior industrial hygienists, for the purpose of collecting samples and
evaluating site conditions. Beginning on Monday, September 24'*' - 2001, it may be necessary
to utilize additional labor to assist in the sample collection and define baseline data. Any
additional labor that will be required to complete this task, will consist of junior level industrial
hygienists and/or field technicians. ALL SCHEDULED MAN POWER LOADING FOR THE
PROJECT WILL BE COORDINATED THROUGH TURNER.
Labor rates to be used for this project are as follows;
