Describe your method for processing change orders. How do you assure the Oioner that proper additions or deductions to the contract price are made? , lA-j Construction Change Orders <• We specify that when a contractor submits a change order, he must explain not only the work that must be done for the change order, but why is the change order necessary and what original work was installed that must now be removed. We also specify in our general condi­ tion section that the contractor will at bid time tell us what overhead and profit multiples he will use on his change orders, so this becomes part of the negotiations prior to signing the contract. Our estimating department will review the cost of change orders in terms of their historical knowledge of the work to be done, and they will factor it based on the work that has to be redone due to the timing of the change. They will advise FCTPA as to their opinion as to the construction cost for the change order.

Describe how you administer and control document submittal and approval (shop drawings and product literature). TKLP's shop drawing review procedures reinforce a high priority for the processing of shop drawings and submittals. TKLP's specifications require that the contractor provide a "submit­ tal schedule" so that agreement can be reached concerning turnaround time and adequate manpower can be planned at TKLP. The project manager is responsible to ensure each draw­ ing or submittal is quickly assessed for content, acceptability and action; that each submission is received, logged, distributed, monitored, processed and returned to the contractor in a timely, systematic manner. TKLP has an internal weekly monitoring system that advises senior man­ agement on the status of each shop drawing and submittal review. It is our practise to try, by phone or in person, to resolve shop drawings the first time through and not have them caught up in the mail with re-submittals asking for additional information.
