Alessandra, Attached is the programmatic agreement for Historic Preservation for this disaster. Appendix B and C address the cleaning of buildings and provide at least a potential list of eligible buildings. Both the NYC LPC and the NYS Department of Parks, Recreation and Historic Preservation noted this as an issue early in the disaster. This is why these items were included. This is likely an easy issue, but does require coordination up front. In order to reach consensus and move forward, a meeting among NYC DEP, FEMA, NYC LPC, and the SHPO of NY is required. We have reached out through FEMA's representative, Paul Berry. Paul is having some difficulty - it is important to have a meeting early next week regarding the handling of this issue. The methodology and protocol should be negotiated among DEP, LPC, and SHPO. Thanks,
