• For indoor storage of flammable liquids, no more than 25 gallons of flammable liquids may be stored outside of a flammable cabinet, so long as the material is stored in 5-gallon safety cans, and with a minimum 10 lb type ABC fire extinguisher within 25 feet. • A fire extinguisher rated no less than 20 lb, type ABC, shall be securely place between 25 and 75 feet from outside storage of flammable materials (e.g., 5-gallon safety cans of gasoline). • Exits and other means of egress shall not be used for storage. • All non-bulk materials shall be stored in a flammable cabinet. Stored quantities shall not exceed 60 gallons per cabinet. No more than three cabinets shall be placed in a single area. • Outdoor portable tanks shall be separated by a 5-foot clear area. • A 12-foot-wide access shall be maintained for fire equipment to reach outdoor storage areas. • Outdoor storage areas shall be maintained free of weeds, rubbish, and other fuel sources. • Outdoor storage tanks shall have adequate venting capacity.

3.15 CUTTING AND WELDING

All cutting and welding operations shall be performed in accordance with 29 CFR 1926 Subpart J. PPE worn during cutting and welding operations shall follow the requirements of Section 3.1.4.

3.16 WORKING OVER OR NEAR WATER

All employees working over or near water, where the danger of drowning exists, shall be protected in accordance with 29 CFR 1926.106. At a minimum, personnel working over or near water shall be provided:

• U.S. Coast Guard approved life jacket or buoyant vest. • Ring buoy with at least 90 feet of line • Manned life saving skiff

3.17 MARINE OPERATIONS

Removal of materials from the WTC Project that involves marine operations will, at a minimum, meet the requirements of 29 CFR 1926.605. A JHA shall be developed by the contractor for specific tasks associated with marine operations.

3.18 ORDINANCE AND EXPLOSIVES In the event that a suspected ordnance or explosive devices is encountered, site personnel shall stop work mark the area and immediately vacate to a safe location. At this time employees shall notify their direct supervisor or any ES&H team member. Once the proper authorities are notified, a JHA will be written. Only qualified ordnance or explosive specialists shall be allowed to proceed into the area and address the item(s). Ordnance specialists will determine when work can resume in the area.
