FYI, DEP had explained to FEMA previously (in general terms) that DOH's request is more NYC-health related than what
EPA is doing. I think we need to make this point clearer to FEMA. Emily needs to see how DOH's NYC-health request is
different and more individually specific than EPA's general environmental risk assessments. This is my understanding.

Hi, Jim. Thanks for the information.
Jim, that we can tell, the description of the DoH activities that you have
supplied appear to duplicate work for which EPA and NYC DBS will be
receiving FEMA funding. For example, EPA is already scheduled to provide
analytical services, data validation, data and risk assessment, and summary
reporting, including compiling, reviewing and evaluating all information
collected and preparing a summary report of all the results. Through its
public information campaign, DBS will provide coordinated information to the
public about all disaster related services and activities taking place in
Lower Manhattan.
Both those activities appear to overlap and duplicate the services you have
listed. Before we can make an eligibility decision, we need a very specific
explanation of how the activities listed in the DOH submission are separate
and distinct from activities being conducted or that will be conducted by
EPA or DBS. As we are anxious to make a final eligibility decision, please
provide your response by noon Wednesday.
