Jim, that we can tell, the description of the DoH activities that you have supplied appear to duplicate work for which EPA and NYC DBS will be receiving FEMA funding. For example, EPA is already scheduled to provide analytical services, data validation, data and risk assessment, and summary reporting, including compiling, reviewing and evaluating all information collected and preparing a summary report of all the results. Through its public information campaign, DBS will provide coordinated information to the public about all disaster related services and activities taking place in Lower Manhattan. Both those activities appear to overlap and duplicate the services you have listed. Before we can make an eligibility decision, we need a very specific explanation of how the activities listed in the DOH submission are separate and distinct from activities being conducted or that will be conducted by EPA or DBS. As we are anxious to make a final eligibility decision, please provide your response by noon Wednesday.

Emily--As promised, attached please find a statement describing NYC DHMH's proposed work, including a budget breakdown. Jim »> "Chacon, Emily" <[email protected]> 07/03/02 02:15PM »> Jim, We received a matrix from the NYC Department of Environmental Protection that describes the activities of the different agencies involved in the EPA & NYC Indoor Air Program. This matrix shows that DoH will be responsible for communication of technical environmental issues "to provide health communication and technical assistance for lower Manhattan residents and workers related to post 9/11/01 events" for an estimated cost of $400,000. Given that DEP has this role and cost included in their matrix, we assume that it is based on a detailed DoH proposal. We cannot proceed with the development of a project worksheet for this work until we receive the detailed scope of work and a breakdown that shows how the $400,000 was estimated. If possible, please send this information to me by July 10, 2002.
