NYC 9/11 Public Portal Document

Avaltroni.Robert 1 From: Nancy Jeffery Sent: Wednesday. April 10, 2002 6:35 PM To: Jim Miller; Vincent Coluccio; Wilfredo Lopez Cc: [email protected]; [email protected]; Greg Butler; Jessica Leighton Subject: Re: Fwd: Residential Asbestos Sampling Results; 04/03/02 DRAFT: Notfor Public Release

I just want to point out that the over 1% was found using TEM analysis and the PLM analysis for that unoccupied unit found Non-Detect. Nancy Loder Jeffery Director Environmental and Occupational Disease Epidemiology (212) 788-4290

Jim Miller 04/10/02 08:53AM »> Building 11 is the only interior test of bulk test with a result greater than 1% inside an apartment. Releasing a document in which we can not affirm that the matter has been resolved leaves the City open to criticism that we were aware of a potentially hazardous situation but did not resolve it. I say potentially hazardous because the amount of asbestos inside this apartment may be very small (we know only the concentration and do not have information regarding the load) and/or because it may already have been cleaned up (per the landlord). Wilfredo, Lai-Sun—Knowing that DEP may be again denied access, could you review options for resolving this matter? Vincent Coluccio 04/10/02 08:03AM »> DEP made several good faith attempts to access the apartment and were rebuffed. This is not a situation with post abatement clearance requirements and DEP doesn’t have a mandate to inspect. Since they may never get access I suggest we modify the note on the chart (change in bold): Building 11 Notes: Residence 2 was unoccupied when tested and was referred to DEP for reinspection. DEP was denied access to reinspect and will further attempt to reinspect this apartment. According to the landlord the apartment was cleaned prior to reoccupancy.

Vin Jim Miller 04/09/02 08:08PM »> At a minimum, won’t we want to wait until DEP re-attempts to visit the building to which access has been denied? Nancy Jeffery 04/09/02 05:07PM >» Hi Mary, I wanted to let you know that the sampling plan is already a public document and is available on the NYC DOH website. With regards to the Asbetos Summary Table, the results actually reflect low levels of asbetsos when detected, and the follow-up actions taken are reflected in the notes for specific buidlings. Also, I think it’s important to understand, that individual letters with the asbestos results have already been provided to each building owner/manager and occupants of the residences tested. This would not be the first time individuals are seeing their results. I hope this clarifies the issue. We would like to get this out for the public soon, so please let us know if you have add’l concerns...thanks.
