EPA's Ombudsman, Robert Martin, has released a document today entitled "FINDINGS TO DATE, RECOMMEDNATIONS TO DATE, AND SECOND ROUND OF INTERROGATORIES." In it, he cites a Predsidential Directive, and the National Continguency Plan and says that EPA should "cleanup all buildings impacted by the World Trade Center terrorist attack together with corresponding remediation at 'ground zero'." We just received the fax. I do not have it electronically. We are considering our response (so far, only NPR has called). I will let you know what that response is as soon as we have one.
