Paul, I have asked Mike to discuss with you having DEP OEM assist Bureau in door to door effort to reach building owners. COMPLAINTS

Since the Senate hearing 43 complaints were received. 29 were resolved without any needed follow up by providing information and/or inspection. (Of this 29,2 or 3 were not satisfied because they wanted an air test, but there was no dust and they wanted testing for other materials. We were not able to reach the 14 people left after multiple attempted contacts. We faxed notice to them. As we continue to try to get access, we will either take letter with inspector to leave behine at premise or mail to. (Complaint driven selection of general areas.) EXTERIOR INSPECTIONS: PHASE I. WEST OF BROADWAY, HUDSON, CHAMBERS, BATTERY PLACE Inspections of facade, set backs, roofs, open lots. This is the first physical inspection since owners were directed to clean buildings except for a cursory examination by walking by of approximately 180 buildings when surveys where left at premises which took place in early October when most buildings were not open for occupancy. There are approximately 255 buildings in Phase I inspection area. We have not yet been able to access 15 buildings in this area. Out of that 107 buildings had some limited debris in isolated areas, some with more scattered or greater debris, some with no evident clean up. Mike and Krish-please try to firm up numbers in overall and also categories. The debris observed was mostly hardened because of concrete content and rain. The Bureau is returning this weekend to visit all buildings where there appeared to have been no clean up and will do its own sampling. Our estimate is that this is 10-20% of the 107. Nine 9 samples will be taken from each roof. A few owners have indicated that they cannot afford cleanup. These will be referred to EPA and FEMA to see if costs can be paid by the federal goverment. PHASE II BROADWAY EAST TO PEARL, BEAVER TO THE SOUTH, BROOKLYN BRIDGE TO THE NORTH The next phase is currently underway and is expected to be concluded by the end of today. It involves approximately 200 buildings. In this case, we are leaving letters at premises telling the owner what needs to be done with the exterior and also requesting any documentsthe owner has on interior cleanup. (These letters were mailed in Phase I.) PHASE III Evaluate whether the boundaries of Phase I and II were adequate to capture any external building debris areas and decide whether to extend inspections to other areas or to extend them only on a complaint basis.

PHASE IV EVERYTHING IN THE ORIGINAL NO ACCESS AREA (RIVER TO RIVER, NORTH TO CANAL STREET), SOUTH TO HARBOR Solicit and obtain reports of building assessments for everything in the original no access area (Not yet solicited for this larger area.)
