DEP memo describing debris survey program for WTC area buildings

Exterior surveys were performed beginning in January 2002. These surveys included the examination of building roofs, facades, setbacks, alleys, etc.

The attached listing indicates the buildings identified with visible accumulations of debris on the date of the survey. The Department provided building owners and managers with written information to have the debris assessed and cleaned appropriately. It is possible that a building owner has completed clean up activities but has not sent written information to the Department.

The information in the Department’s listing was prepared using various information gathering. The above referenced table includes the block, lot, building identification number (BIN), number of structures, address, other addresses or building names (AKAs), the date of the most recent survey, the areas requiring cleanup identified during the survey, and the landmark status.

The block, lot, and BIN are information provided by the New York City Department of Buildings and the New York City Office of Emergency Management. The block and lot identifies the location of the building and the BIN, which is a unique number assigned to each structure. A single block/lot may have more than one structure and thereby have more than one BIN. In a few rare cases, a building may show more than one BIN. The number of structures at the address is provided in the designated column.

The exterior survey date indicates the most recent survey date. A follow-up visit to a given location will result in a new date placed in this column. A record of all visits is maintained in hard copy form only. Re-inspections of buildings where adequate clean up was performed are marked cleaned and are not included in this table.

The clean up required information indicates the areas where the Department identified visible accumulations of debris (R= Roof, F= Facade, S= Setback, 0= Other). The “S” designation is followed by a number that refers to the floor where the setback is located (i.e. S25 indicates the setback on the 25* floor had visible accumulations of debris).

The “Area” designation is based on the Department’s proposed clean up activities. The surveyed areas were divided into three smaller areas in order to provide effective and efficient oversight of clean up activities.

The “Historic” information was obtained from various sources and thereby the identifications vary. A building with any designation in this column will be considered a landmark building. This includes the eligible but not listed category.
