Cleaning Contract Scope of Work

A. Introduction i -
All work perfbnned under this contract must be in compluuice with all applicable, relevant, and appropriate
regulations, including but not limited to those ofthe United States Environmental Protection Agency (1 - PA),
the United States Department ofLabor Occupational Safety and Health Adm i nisiration (OSH A), the New
York State Department of Labor (NYS DOL), and the New York City Department of Envifonmental
Protection (DEP).: • ■ ;
The I (SEPA and DEP will solicit participation in a direct assistance program for residents and residential
buildingowners south ofCanal Street who are concerned th; U their apartments may have debris/dust from
the collapse ofthe Worid Trade Center (WTC). A DEI’TISP.P V telephone hotline has been established
toreceiverequestsfromttepublic. Hie assistance will include various options, including the cleaning within
apartments and common spaces by licensed asbestos contractors w ith follow-up asbestos ssaipling,
asbestos air sampling only, and providing high eftjciencc particulate air (Uid’A) vacuums.
NYS t )O1. licensed asbestos contractors shall perform clean-up acti \ iiies for residents who wish to have
foeir homes cleaned. Athirdparty Monitoring Oontractor will schedule and monitor the work, perform
a visual inspection, and perform asbestos air sampling when the dean-up is completed.
The purpose ofthis contract is to acquire the services ofa NYS DOL licensed asbestos contractor with
DEP and NYS DOL certified workers for the performance ofclean-up activitiesut residential buildings
impacted by the collapse ofthe World Trade Ocnler. fhe scope of work fortheciean-up activities is
attached.
11 Roles and Responsibilities
The TPA has overall responsibility for insuring that work conducted as part ofthe Indoor Air Residential
Assistance Program is completed safely, eflicientl} and in compliance with the ScopeofWork and all
applicable rules and regulations. As such, EPA shall have-the following authorities relating to work
conducted under this contract:
L The authorin' to stop work for health and safety reasons or for non-compliance with the Scope of
Work. ;
2/ The authority to direct the contractor in the performance of the work.
3. The aHthorityto review and approve or disapprow ofthe quali tications ofthe contractor personnel
involved in the work.
4. The right to inspect and accept or reject any work.
