I reviewed the mold and bacteria section of the draft letter you sent (attached below) and the results that you faxed and have the following comments:
In reviewing the results, there is only a single wipe sample of a single surface (the kitchen floor). This should be clear in the letter. Outdoor samples are never collected for comparative purposes using a wipe method, references to this should be removed throughout the letter. I agree that the overall levels of mold and bacteria (species were difficult to make out on my fax copy) in this sample are low.
Remove the following line "In general, mold contamination is identified by finding visible mold growth that covers an area greater than 1 square meter." This is not true, for example, mold contamination may not be visible it may be hidden. Furthermore, mold growth in an area less than a square meter is still contamination. It may be, in general, a lessor hazard relative to more extensive contamination but should be dealt with.

The US Environmental Protection Agency (EPA) and NYC Department of Environmental Protection (DEP) are in receipt of the analytical test results supplied to the Federal Emergency Management Agency (FEMA) by residents of 114 Liberty Street via Congressman Jerrold Nadler's office. These samples were collected and analyzed in April 2003 and the data was received by FEMA on June 24 and EPA on June 25, 2003. As explained below we believe that the extensive data collected by DEP and its contractors to clear this building are still valid. 1
