Subject: DC 37 and OLR meeting Friday 11/9
This was a meeting to discuss some health and safety issues DC 37 has concerning WTC
disaster. In general, the theme was to improve communications. I believe DEP and DOH were
invited for support.
The agenda covered training for handling mail. A training package has been put together and
agency health and safety people have been trained. It is a train the trainer approach. Similar to
the west nile training. Except for the union not being asked to attend this training seminar, they
were O.K. about having a training effort started.
The issue of additional sampling in buildings was brought up. OLR indicated that a second round
of sampling was not planned. This is a sensitive point.
People in some of the buildings are experiencing health problems and the union asked that
consideration be given to the idea of having a way to evaluate if a worker was sensitive to the
irritants that are in the smoke and if so, having a way to move the worker to another location to
perform their duties. OLR will look into it.
There was a request that staff located at some buildings like 2 Rector be allowed to have a half
hour lunch since few people are leaving the building at lunch time. Being on Rector this
afternoon, this seems like a reasonable request.
DC 37 is requesting a list of all City staff that worked at or around the site. It wasn't clear if the
companion request is that medical surveillance be done for this entire group or for some subset. If
anything is to be done, OLR will be contacting the agencies.
DC 37 is requesting that they be kept informed on ail issues that could impact their members.
They did raise a good point about people not knowing where to go if a building had to be
evacuated. We all practice fire drills but only to the point of assemblying at staircases, not
actually evacuating.
The only issue really for DEP and DOH was the indoor and outdoor air monitoring but the
meeting was to raise issues not get into discussion about them.
This is just a quick summary since I won't be on Tuesday.
