After we got over the communication issue, which was that the subcommittee expected a discussion on the indoor air scope and procedures, I discussed the exterior program.

On the indoor air issue, apparently, one of the sub-committee chairs, Madelyn Wils, had spoken to the Commission and I got the impression that he indicated that the indoor air scope of work would be made available to the subcommittee. Laurel indicated that she would speak to the Commissioner about whatever that conversation covered and explained that she had contacted our Bureau and asked that we update the committee on the exterior effort, which may have resulted in this miscommunication, etc., etc.

As you might expect, there were some reasonable comments and suggestions and some discussions of shortfalls in the program.

Clarifications -

In the definition of facade, does it include interior court yard walls or only those walls that face the street. I believe one of the buildings that has a court yard or a court yard created by several buildings is 176 Broadway.

A suggestion was to post notices in the building and the buildings surrounding to inform people of the cleanup and give them the opportunity to close windows and shut off air conditioners, if they so desire.

A few people asked if the list of buildings to be cleaned was available and/or on a website. Some one asked for the list of every thing we visited.

Another suggestion was to utilize some of the outreach efforts that are going on for the grant programs to reach building owners who have not submitted a license agreement. We could discuss this with Amy Peterson.

People want to make sure the exterior clean up project is completed before the indoor work starts to prevent recontaimination.

Issue of when building was deemed "clean" and what about new deposits of dust.

Visible inspection of building is not sufficient to insure buildings exteriors, including windows, are free of asbestos.

What about other pollutants in dust and air - mercury, lead and dioxin where mentioned.

What is the process going to be to insure buildings are clean and have not been recontaminated.

Some of the questions overlap with the indoor program, therefore, a suggestion was made that all parties involved in any aspect of the air quality issues and clean up issues attend a meeting to discuss all related issues. Subcommitte does not feel that this single issue approach is all that helpful.

For meeting of this other subcommittee on Monday, is it possible to get a clear understanding of what they expect from DEP who may be expected to be representing City or DEP or interagency group position. - Thanks.
