Brad Gair asked that I contact you in regard to 3 letters needed by FEMA in order to obligate the $78M indoor cleaning grant. It is my understanding from Brad that you are aware of FEMA’s need for these letters, signed by the commissioner’s of each of these agencies, and that these letters will help FEMA support the grant. The 3 letters are: 1. A letter from DEP addressing the potential environmental threat posed by the interior debris 2. A letter from DoH addressing the potential health threat posed by the interior debris 3. A letter from the Mayor’s Office of Economic Development addressing the potential economic threats posed by the interior debris ’

Since DEP is the recipient of the grant, FEMA would like DEP to coordinate the collection of all three letters. It’s important that we have a separate agency from each of the above agencies due to their area of specialization (i.e., environment, health, and the economy). Ideally, we would like the City to prepare draft letters that we can comment on before you issue the final, signed letters. Brad Gair will initiate getting a letter from US EPA. I have asked Emily Chacon, the FEMA Project Officer preparing the grant, to submit the draft grant to DEP and the 0MB analyst today for the City’s review and authorization. However, FEMA will not be able to obligate the grant until we receive the letters. Please have your staff fax the draft letters to Emily Chacon at (212) 667-8987. Emily is serving as our point of contact with Virginia Smyth of your agency. We look forward to obligating this grant as soon as possible so the City can proceed with this important activity. Once this grant is prepared we will work with your staff collect information associated with the City’s approach to cleaning unoccupied, “debris laden” buildings. Thanks, Stephen H.
