DEP/EPA have been focusing on the exterior of buildings only (mainly it has been a DEP initiative). The exterior surveys have included roof tops, facades and set backs. DEP has a Phase I survey and a Phase 11 survey with follow-ups. Phase I included approximately 255 buildings and included buildings within the following boundary: Battery Place (south) to Chambers Street(north)to the Hudson River west to Broadway (east). Phase 11 included approximately 200 buildings within the following boundaries: Broadway (west) to Pearl Street (east) to Brooklyn Bridge (north) and Beaver Street(south). The Phase 11 survey was just completed last Thursday and will be collated this week. Phase 1 identified 107 buildings with debris (mostly in-cased debris from reforming) on identified surfaces. These 107 buildings will have follow-ups initiated this week. Building owners in both these phases have been notified by letter that assessments and proper cleanup are their responsibility and must be undertaken. In addition to the above letter, the 107 buildings with debris have been visited by DEP personnel this past weekend and given the assessment/cleanup notice. Again, this has been done for the exterior of buildings only. This is just the short version of what has been done. 1) Regarding DEP investigations, you can call Krish Radhakrishnan, Director of Asbestos Control, at 718-595-3718. 2) As stated before, we have not looked at indoor space during this survey and have not differentiated between commercial/residential. 3) All have been within the ten block radius. 4) We started at ground zero and worked out. Depending on our finding, we have a Phase III that might move the boundaries. 5) City Planning has not been involved in this effort.

DEP has been responding to individual complaints called into our DEP Helpline. Since the Senate hearing, DEP has received 43 complaints for indoor spaces. We have closed 30 complaints to date; and out of those 30 our inspectors have found no dust in the complainants’ apartments. The other 13 cases have all been contacted numerous times and we will continue to followup. Please note: This Is also the short version. c: Caroline Bragdon (via fax)
