in the building, it is highly improbable that the area can be placed under negative
pressure, in accordance with NYC DEP regulations. In addition to the six (6) units
listed above, install a minimum of one (1) HEPA filtration unit per floor, plus one
additional unit per floor as a back-up. Units shall be positioned to exhaust into
the opening in the North side of building.
D. Install isolation barriers in accordance with NYC DEP Title 15, Chapter 1.
E. Insure that the work areas are adequately separated from non-work areas with
partitions in accordance with NYC DEP Title 15, Chapter 1 and Section 2.6 of
this document. As each floor is completed, all access to the floor will be sealed
off until final air sampling has passed for the entire abatement project.
F. HVAC ductwork shall be cut and blanked prior to beginning any asbestos
abatement. Access to the ducts shall be at the point where ducts enter the north
side of the through the north barrier wall.
G. Remove all wiring from the under floor cell system within the work area. The
owner will designate the location where the wires will be cut outside of the work
area. All floor cells will be cleaned using wet-wipe and HEPA vacuum methods.
H. Perform asbestos removal in strict accordance with NYC DEP Title 15, Chapter 1,
NYSDOL ICR 56, USEPA, USDOL and OSHA regulations, this Scope of Work
and required special conditions as specified by the NYC DEP.
I. Upon completion of the abatement, clearance criteria shall be met according to
Section 2.13 of this document.
2.3 FULL CONTAINMENT WORKER AND WASTE DECONTAMINATION
FACILITIES
Contractor shall erect new decontamination facilities in the parking level area that will be
in compliance with NYC DEP Title 15, Chapter 1 and all other applicable regulations.
HEPA ventilation equipment shall be placed in a manner to provide an even distribution
of airflow through both the worker and the waste decontamination units. An additional
de-con chamber will be erected for document cleaning and retrieval.
2.4 CLEANING REQUIREMENTS
A combination of wet methods and use of HEPA vacuum equipment will be used to pre
clean all objects and surfaces within the proposed work area. Dry methods such as dry
sweeping shall not be allowed. When entire area has been thoroughly cleaned, the
Abatement Contractor shall request and pass a visual inspection before advancing to the
next step in the abatement process.
Items to be cleaned include, but are not limited to, the following:
A. Sprinkler Piping.
B. Class “E” wiring.
