2. SCOPE OF WORK 2.1 ASBESTOS CONTAINING AND METAL CONTAMINATED MATERIALS TO BE REMEDIATED 130 Liberty Street sustained significant damage as a result of the World Trade Center towers attacks on September 11, 2001. Also, the New York City Department of Design and Construction denied access and control of the building until approximately mid to late December 2001. The building sustained additional damage during that time due to the ongoing burning and disruption of the debris from the World Trade Center site. This condition allowed intrusion of dust, smoke and debris into the building through the north side opening, (among other things). Intrusion of dust was caused by the activities of military, police, fire department, rescue and DDC personnel and DDC contractors. Intrusion of dust was not caused by Deutsche Bank’s agents or contractors who, at the time, were prohibited from working in the building. Entry was permitted from time to time for the purpose of conducting inspections of the building by the structural engineer. These materials have essentially been spread and deposited on building materials and building contents throughout tenant occupied interior spaces, basement areas, mechanical areas as well as core and shell sections of the building.

Other components of building products that were incinerated due to the World Trade Center collapse were also introduced to the building including, but not limited to, iron, lead, cadmium, chromium and zinc.

At the direction of the New York City Department of Buildings, a safety barricade was constructed for the purpose of preventing unauthorized personnel from approaching the collapsed floor areas and the opening on the north facade. The barricade also serves as a barrier to rain and cold air. The integrity of the barrier must be maintained at all times.

Thus, the scope of work for this project is the abatement of all asbestos containing dust and debris (including all porous materials - sheet rock and delaminated non-asbestos containing fireproofing included - as asbestos contaminated waste) located on the north side of the construction barrier, from the 8*’’ to the 28*’’ floor at 130 Liberty Street to a level which will permit construction workers to replace structural components of the building.

Removal of all designated materials, therefore, shall be performed utilizing modifiecnpll? containment procedures as required by the New York City Department of Erpd^h^ental' Protection and filed under an ACP-7 form.
