World Trade Center complex is hearing completion, the remaining unoccupied buildings identified as potentially contaminated must be rid of debris. As local residents are concerned that apartments may contain debris from the attacks, it has been deemed necessary to establish,a Call Center to provide residents and residential building owners a means of obtaining a professional contractor for testing and possible clean-up. EPA determined that an expedited clean-up of buildings containing debris (including the unoccupied buildings at 125 Cedar Street) is in the public interest and necessary to ensure that the air quality of the affected area is as pure as possible.

Procurement: DEP’s Bureau of Environmental Compliance identified six contractors able to PI?"”- required for the emergency air monitoring at 125 Cedar Street The bidder list is as follows;

Airteck Environmental Corp. Ambient Group, Inc. ATC Associates, Inc. Athenica Environmental Services, Inc. Hillman Group, Inc. Kam Consultants '

On August 22, 2002, the solicitation documents were provided to the six firms. Two bids were received at the September 6, 2002 bid opening. The low bid, $190,493,10, was submitted by ATC Associates, Inc.(“ATC”). ATC received one of the contracts for the indoor air monitoring program for buildings in the vicinity of the World Trade Center site and Bureau staff believed that it could perform the work under both contracts.

A review of the Vendex database shows no cautions for ATC.
