World Trade Center complex is nearing completion, the remaining unoccupied buildings identified as potentially contaminated must be rid of debris. As local residents are concerned that apartments may contain debris from the attacks, it has been deemed necessary to establish'a Call ■ Center to’provide residents and residential building owners a means of obtaining a professional contractor for testing and possible clean-up. EPA determined that an expedited clean-up of buildings containing debris (including the unoccupied buildings at 125 Cedar Street) is in the public interest and necessary to ensure that the air quality of the affected area is as pure as possible. ‘ ,

Procurement: DEP’s Bureau of Environmental Compliance identified seven contractors able to perform the scope of work required for the emergency clean up of the unoccupied building at 125 ‘ Cedar Street. The bidder list is as follows:

Benjamin Kurzban & Son Control, Inc. Fiber Control, Inc. * Kiss Construction, Inc.- LVI Environmental Services, Inc. Pinnacle Environmental Corp. Safeway Environmental Corp. Trio Asbestos Removal Corp.

. On August 22, 2002, the solicitation documents were provided to the seven firms. Five bids were received at the September 6, 2002 bid opening.’ The low bid, $348,000, was submitted by Fiber Control, Inc.(“Fiber Control”). Fiber Control received one of the contracts for the indoor - cleaning program for buildings in the vicinity of the World Trade Center site and Bureau staff belfeved that it could peiform the work under both contracts.
