Emergency Dust Abatement PLEASE READ To the City of New York

We here at Environmental Products and Applications and Soil Stabilization Products Company, Inc., wish to express our sincerest condolences to the people of the City of New York. We truly lament the tragedy that occurred in yow great city and we are moved by the ongoing relief and cleanup effort by courageous city workers and volunteers. We too would like to volunteer our services to the people of New York.

Environmental Products and Applications and Soil Stabilization Products Company, Inc. are leaders in the dust control industry. With our product, Envirotac H, we have been extremely successful at elimi nating fugitive dust and containing contaminated soils. Envirotac II is an environmentally safe liquid acrylic polymer that can be applied by any equipment that sprays water. It can be diluted and mixed with either fresh or salt water for application. When applied, Envirotac 11 will bond soil particles together denying air borne contaminants from entering the atmosphere, greatly reduce odors escaping from soils and debris, and prevent rain water from relocating soils. Our product will be an effective solution to restoring air quality and preventing contaminated soils and particulate debris from leaching into streets and drainage systems.

We are willing to donate our product and our expertise to help aid New York City in this crisis situation. We have 30,000 gallons, or more if needed, of Envirotac II product (available approximately 100 miles from New York City) and can ship on an immediate basis at no charge. We have technical staff avail able for si^port by telephone, or on site if transportation can be arranged. Please contact Glen Gates or Joe Phillip at Soil Stablization Products Company, Inc. (209) 383-3296 or (800) 523-9992 to make delivery arrangements.

Sincerely,

John Vermillion Robert B, Randolph Environmental Products and Applications Inc. Soil Stabilization Products Company, Inc.
