WTC EMERGENCY PROJECT Environmental Health and Safety Bulletin Bulletin # 16
SUSPECTED ASBESTOS CONTAINING MATERIALS Debris removed from Ground Zero can contain asbestos, but due to the typical pulverization and mixing, it is not always feasible to separate the asbestos from the waste prior to disposal. However, in some cases materials might are encountered that are intact, not pulverized, and suspected of containing asbestos by appearance.
V7hen suspected asbestos containing materials (ACM) are encountered, these materials should not be disturbed until the material is sampled and analyzed for asbestos. Safety representatives from the Bovis/AMEC Alliance and DDC Environmental Health and Safety must be notified. They will see that an assessment is conducted, where such sampling and analysis is deemed warranted. These materials can include conduit, pipe lagging, insulation, transite panels, etc.
If the suspected materials are determined to contain less than 1% asbestos, then they can be handled as WTC debris/waste. However, if the material is found to contain more than 1% asbestos (ACM), these materials should be handled separately from the WTC debris/waste and handled in a manner that complies with all the applicable city requirements.
When suspected ACM is encountered, contact Ray Master (Bovis/AMEC Alliance) at 646-235-5642 and/or Bob Adams (DDC) at 917-939-6744 to report any suspect materials.
