Chris,
I spoke with Kathy Callahan this afternoon about some of the issues concerning the interior
cleanup program. She will be forwarding us a draft of the letter from EPA to Nadler concerning
the NCP. Jane Kenny is making some minor modifications as of 2:30 p.m.
We addressed some of the issues you and I spoke about this morning, i.e., 110 Liberty Street
findings. Air Facilitation Device (micro-trap), etc. (see attached). She said, while preliminary
results at 110 Liberty are very favorable, proper QA is needed to support the data. I agreed and
reemphasized that time is of the essence and appropriate QA should be in our possession so
they can move the program out.
It seems reasonable to suggest that a pilot building such as 110 Liberty, which was identified as
an excellent barometer some time ago, enables them to make a case for less stringent cleanup
requirements. Quite frankly, if they don’t take advantage of this opportunity it's downright idiotic.
That being said, it would seem to me that our next meeting or conference call should be our last
to discuss issues related to finalization of scopes of work linked to the contracting process.
Finally, at Laurel Blatchford’s request, I got Kathy to agree to attend a meeting with the LMDC on
8/14. I made it clear to Kathy that we, at that time, need to be very definitive with respect to what
we have done and what we will be doing in the future.
