Dear Mr. Muratore:
As per our October 22,2003 conference call with you and the New York City Department of
Environmental Protection (NYCDEP), enclosed are invoices you submitted that have been
reviewed by the U.S. Environmental Protection Agency (EPA) for payment eligibility. EPA has
completed its review and has determined that either additional information (such as a checklist,
timesheets, access agreement etc.) or a more detailed justification for payment (some invoices
seem duplicative in that they were previously submitted and approved for payment) is required
before EPA can recommend final payment. Please review the comments indicated on each
invoice and respond thoroughly.
As agreed, you will immediately assess the enclosed package upon your receipt and follow-up
with Michael Gilsenan of NYCDEP on October 24, 2003 to inform him of your projected
response timeframe. EPA expects you to dedicate the proper resources to fully and satisfactorily
respond by November 3, 2003.
