1.1 INTRODUCTION
1.1.1 Scope and Applicability of the Plan
This Health and Safety Plan (plan) provides onsite personnel with guidance for identifying unique or
significant safety and health hazards that may be associated with the World Trade Center debris
sorting operations at the Staten Island landfill in Staten Island, New York. The Staten Island Landfill
Complex is one of the largest landfills in the United States. Established in 1948, the site covers over
2,200 acres on the western shore of Staten Island.
Users of this plan are cautioned to utilize the information provided with clear knowledge of specific
project requirements and professional judgement. While every attempt has been made to identify
hazards of special concern, the plan is not intended to be an all-encompassing analysis identifying
each and every physical, chemical, or biological hazard that could possibly be encountered. It is
critical for the user, especially those with less professional safety and health training or knowledge,
to recognize that the hazard analyses presented in this plan are starting points rather than end
points. Each hazard analysis presented must be considered generic and not specific to actual site
conditions. Each agency/contractor will be responsible for developing site specific job hazard
assessments for their employees, as well as a site-specific Health and Safety Plan.
This plan was developed to provide a site-wide mechanism for the coordination of Health and Safety
for most site operations. The purpose of this manual is to facilitate the cooperation of all
government and private entities working on the site so that health and safety of all site workers is a
priority when conducting the various work tasks at the site. The following entities have contributed
to the development of this document:
