WTC Visual Inspections
Inspection Guidelines
1. Phase 1 inspections to include the buildings within the following area:
Chambers Street (Northern Boundary)
Battery Place (Southern Boundary)
Broadway (Eastern Boundary)
South End Avenue (Western Boundary)
Boundaries are inclusive.
2. Inspections to be perfonned with two-person teams.
3. A survey form must be completed for each site visited. Each form must be completed with as much
information as possible. The inability to gain access to the premise must be noted in the comments.
4. Visual inspections must be performed of the building facade (all sides), all setbacks, and the roof.
Visual inspections must also be performed at all open spaces, alleys, parks, open sitting areas, etc.
Samples should not be collected. This is a visual assessment only.
5. Survey teams must not enter any residential units during the performance of these assessments.
Balconies at residential buildings to the extent possible can be viewed from the roof or setbacks if
they exist.
6. Information regarding clean-up activities obtained from building owners/management must be
confirmed through visual observations. Copies of all reports and data must be requested. If available,
copies should be obtained by the inspection team.
7. Building representatives must be informed at the completion of the inspection that a
survey/assessment of debris is necessary whenever debris is noted. Building representatives must hire
a certified asbestos investigator to perform the assessment and collect samples. Samples containing
greater than 1% asbestos are asbestos containing material (ACM). Only licensed contractors with
certified asbestos workers can handle ACM. The names of contractors, air monitors, and investigators
can be obtained from the Department’s web site, www.nvc.gov/dep.
