GUIDANCE FOR EMERGENCY MANAGEMENT OF ASBESTOS FROM THE WORT.D
TRADE CENTER - NEW YORK STATE
The following guidance should be followed to protect human health during this emergency when
the requirements of New York State Department of Labor (NYSDOL) or New York City
Department of Environmental Protection (NYCDEP) for the management of asbestos cannot be
directly followed for materials and wastes from the World Trade Center.
Notification Reauir Relief is granted for notification fees and 10-day notification
requirements.
Removal: Asbestos must be completely wetted before, during and after removal to avoid
hazardous: air emissions. Dust-free conditions must be maintained at all times. Asbestos
removal must be done in an isolated area where all removed asbestos is fully contained,
with no rurioff. All asbestos must be removed in these isolated areas so the surfaces are
fully cleaiied. Adhere to Federal NESHAPS standards. Contractors engaged in asbestos
removal must comply with NYSDOL/NYCDEP licensing and certification requirements.
Packaging: Asbestos must be packaged in containers that will not leak any liquid or solid waste.
Suitable containers are leak-proof, or 6-mil plastic lined, roll-off containers and similar
dumpster containers that do not leak. Containers must be temporarily fiilly covered or
tarped until moved fi-om the site to disposal facility. 6-mil plastic in lined roll-offs and
dumpsters must be sealed with tape before being hilly covered for transport to prevent
any asbestos fi-om spilling or leaking from the container. All containers must be removed
within 24 hours to solid waste management facilities permitted to accept asbestos.
l! ation: Vehicles that transport asbestos waste must have a 6NYCRR Part 364 Permit if
individual i loads exceed 500 pounds. Sealed containers must not be removed &om
vehicles until reaching a solid waste management facility permitted to accept asbestos.
Disposal: All asbestos must be disposed of at solid waste management facilities permitted to
accept asbestos waste. If disposal location is in New York State, facility management
should be contacted to coordinate delivery. Landfills that receive asbestos waste must
adhere to 6NYCRR Part 360-2.17(p) requirements for handling of asbestos waste.
Transfer stations that receive asbestos waste must adhere to 6NYCRR Part 360-11.4(m)
requirements for transfer of asbestos waste.
