I am writing in response to your letter of January 15, 2002, regarding
Commissioner Riverpoint Inc. and the World Trade Center air sampling project and process.
Riverpoint’s air results, analyzed by Renata Consulting Services (see
attachment 1) were forwarded daily from the Department of Environmental
Protection (DEP) to the Department of Environmental Conservation (DEC) up
until December 22, 2001. DEC then forwarded the results to a list of people
and agencies, one of whom is [email protected] and another being
[email protected]. (see attachment 2). From December 23, 2001,
until January 5, 2002, and then from January 15 through January 18, 2002, the
samples were analyzed by a different lab, Enviro-Probe Inc. (see attachment
3). DEC was not able to download the file format sent by Enviro-Probe;
therefore, DEP had‘been providing weekly updates to DEC with the
information in a format provided by EPA. EPA and others receive the air data
under this scenario in the same manner as described above.
In response to your inquiry regarding DEP’s attendance at the weekly
environmental safety and health meetings, DEP sends <a representative from its
Emergency Management Response and Planning Unit,-which had been given
that responsibility by the Commissioner’s Office.
Regarding Riverpoint’s sub-contracting its field technicians for air sampling,
DEP’s project manager did not make provisions for sub-contracting under the
original bid proposal. However, since Riverpoint is ultimately responsible for
the testing in the field, DEP does not see a problem with the sub-contracting of
field technicians as long as those hired were certified.
Sorry for the delay in responding, but we have been extremely busy dealing
with other World Trade Center issues.
