The forum will provide an opportunity for interested monbears of the public to ask questions about the iKOposed project and the environmental impact assessmait pooedures ctmoaning the project The jEbrum will include discussion of how interested agencies, organizations and persons may participate in or become parties to the proceeding, what party status means, and the process fin* requesting funds from the intervenor steoount — fimded by the qjplicant — to help municipalities and other local parties obtain eapert consultant services and witnesses in reviewing the project and presenting evidewe to tbe Siting Board.

A pamphlet about the Siting Board and the Article X review process also appears on the Departataifs website and can be ordered by calling the Departmeat tollfree at 1-877-PSC-ARTX (1-877-772-2789), Monday tinoagh Friday.

KeySpan’s “Preliminary Sco{dng Statement”

On June 1, 2001, KeySpan filed with the Siting Board a Preliminary Scoping Steitemeot (Statement) detailing its proposal to construct a 250-MW electric generating fecilfty on Spagnoli Road in the Town ofaItmiiirigton. It will be known as the Spagnoli Road Energy Center.

According to KeySpan, the fecility will use natural gas only and will net rely on alternate backup fuel. The location is close in proximity to both LIPA's electric transmission ^stem at the Ruland Road substation and a natural gtu distribution fociliJy. The proposed location for the plant is cm an undeveloped 31-acre pared along Spagnoli Road in an industrial and commercial area. KeySpan is proposing a landscape design for the facility that incorporates both trees and acoustic screening and a 200- foot buffer from the surrounding area.
