As a result of an agreement negotiated by Commissioner Ward with EPA and FEMA, pleas find the attached Action Plan that addresses the initiatives and responsibilities linked to our collective efforts.

This agreement will serve to expedite the economic revitalization of Lower Manhattan, while addressing the concerns of the public and elected officials.
