A Cleaning Contracte: NYC DEP will procure sarvlocB of NYS DOL licensed contradore to perform dean-up aotivttiss at realdBnitel buildinga in Lower Manhattan south of Canal Street A scope of work for thasa cleaning activities la included in Attachment □, There Will be one «ntractor for each of the four zones, and the contracts will ba In force for eighteen consecutive months. NYC DEP will require each building owner and apartment resident to sign a right-of-entry and hold harmleea agreement as approvad by FEMA. The right-cf-entry agreement must contain a provieion on poBsIbia third-party Insurance coverage. Please refer to ths FEMA-Stete agreement, Exhibit B, paragraph 4, (included as Attachment Q) tor further infoRnafion on thia issue.

B. Air Monitoring and Sampling: NYC DEP will procure services of NYS certlAad consultants to coordinate, supervise, and conduct air monitoring and sampling st apartments before, duttng, and after cleaning. A scope Of work for these services is includad in Attachment E. There will ba ona air monitoring and sampling contrHntcr par aorta, and the contraota will be in force for eighteen months. The applicant will be solely rasponslblefor ensuring compliance with an applicable iceal, state and federal ragulattons.

C. Call Center Service; NYC DEP will procure the services of a vendor to work with the USEPA to provide e can canter service. This Servite will be used to answer calls frcm residents with raquoate fqr cleaning and monitoring and to gamer Informaaon regarding the cleaning and testing of reaidantiai units. This contract will ba Iri force for twelve months. A scops of work for this service is Included In Attachment F

Aocorefing to the Pubiio Asaiatancs Guida (FEMA 322. p. 45). “if debris on private business and residential property is so widespread that public health, safety, or tha economic recovery of the community Ie threatened, the actual removal of debris from toe private property may be eligible," FEMA has determined that toe removal ef wrC debris from the interiors of private buildinpa is Bllgible bscausB the debris Ie a potential environmentel and health threat for tha raaldants and workers In Lower Manhattan.
