Robert, I have inquired as to the possible FEMA funding of cleaning the exterior of buildings with Kathryn Humphrey, the Public Assistance Officer here in the Disaster Field Office. She indicated that generally, it may be possible if the WTC dust and fallout on the buildings is declared a health and safety hazard. I would imagine this would have to be backed up by quantitative data. More importantly however, it is our understanding that EPA is currently studying various options for dealing with both indoor and outdoor air quality issues in New York in the context of an interagency work group at the headquarters level of several Federal agencies, that includes HHS, EPA, FEMA, GSA USACE, USPS, CDC, and OSHA. Jim Markis, Director of CEPPO within EPA presented a conceptual plan for dealing with these issues during an interagency conference call last Tuesday. As a first step I would recommend that you check to see where exterior cleaning fits with the game plan that EPA is currently developing at EPA headquarters and within the region as a part of this interagency effort.
