Items discussed:
1. Background Study Update
• The contractor will submit the required Quality Assurance and Health and Safety
plans by July 26’*'. The contractor is TRC Environmental.
• Getting access into buildings to conduct the study is still a major issue. The
contractor is willing to start with one building as long as two residences within the
building are included. EPA hopes to get at least two buildings by September.
• Building owners are concerned about the issue of confidentiality.
- EPA will not release names or apartment numbers.
- The data will be released by building and common spaces within the
building.
- EPA’s Regional Counsel is reviewing the contract and will add a
supplementary confidentiality clause if needed.
• EPA will look into getting apartments without the access agreements if they could
not be obtained from the building owners.
- The lAWG members were asked to seek volunteers residing in buildings
at 79”’ Street and above. Tenants must abide by the rules of their building
when having work done by outside contractors.
2. IRB Review
• The NYCDOH stated that the IRB has concerns with the Background Study.
- They would rather the tenants only turn on fans or A/C units if they
normally would turn them on.
