Yes, and staff should be advised not to engage in discussions of this matter with Trade Winds. The matter is, as I understand it, now in the ACCO's shop (it is essentially a protest of our bid criteria) and Stu will be developing (with us) a response to Mr. Harvey. If this individual calls, he should be told that the matter is with the agency's ACCO and a written response will be forthcoming. No further comments.

Following an unannounced visit to the 19th Floor from David Harvey of Trade Winds, I sent his card down to Bob's office. I have a note back from Mike that reads; "Many staff members have spoken to Trade Winds over the last couple of weeks. They were told what the criteria for bidding would be and disagreed with the criteria. Trade Winds has written a letter protesting the proposed criteria, which was forwarded to the Legal Department. The criteria has been vetted by Legal, EPA and NYSDOL once already, and is undergoing a double check. Currently, we don't expect it to change."
